For a timely and efficient development of the civil aviation sector in the country, Swedavia is assisting the Department of Civil Aviation of Bhutan with necessary experts from the LFV group, Swedish Airports and Swedish Air Navigation Service provider. Swedevia is in a unique position to make available international specialist for the project. Swedavia has entered into an agreement with Eltel Network to ensure that Bhutan DCA will be provided with the most competent individuals available. By using all the available resources Swedavia is in a position to provide the needed assistance:
- in time
- in accordance with the implementation budget
- in compliance with the BDCA requirements
- in the most cost-efficient way
Key features of the Project
The capacity development project (CDP) proposal for the Department of Civil Aviation, Bhutan (BDCA) was successfully completed on 31st December 2004.
This proposal is unique, as their objectives are mainly to develop and consolidate further on areas started up by the CAMP project which are deemed essential, in order to bring about a good improvement to the sector.
The development needs for the next 15- 20 year’s period has been identified by the CAMP Project through comprehensive study and analysis, giving importance to the following areas:
- Legal frame work and structure of the national aviation security.
- Aviation policy.
- Aviation safety and security.
- Development of the air navigation system.
- Development of the airport system.
- Development of human resources.
In order to bring about a significant improvement to the sector, there are many suggested recommendations to be adopted and implemented on the above areas. Most of the recommendations are specific to the Department of Civil Aviation.
The recommendations will focus on capacity building (improving human recourses), legal and institutional development (increasing organized capacity), development and modernization of air traffic services and advisory technical assistance for subsequent airport infrastructure development.
Main objectives
The essence of the project is to strengthen and enhance the institutional efficiency and development of capacity within the aviation sector. With its profound and well oriented objectives they are to maintain an aviation environment which ensures safety matching international standards, also enabling provision for reliable and efficient services at constantly improving levels of quality and value.
Achievements at the end of the project are:
- Promotion of Air Transport Services in a safe, reliable and sustainable manner.
- Establish the legal framework.
- Develop domestic airport master plan.
- To strengthen the technical skills.
- Establish basic training facilities for airport fire and rescue and aviation security.
- To develop and modernize the ATS system.
