Flight Safety Section

The Flight Operations Section is Responsible for overseeing the standards and recommended Practices for Personnel Licensing first adopted by the Council on 14 April 1948 pursuant to the provision of Article 37 of the Convention on International Civil Aviation (Chicago 1944) and designated as Annex 1 to the Convention. Annex 1 contains Standards and Recommended Practices adopted by the International Civil Aviation Organization as minimum standards for personnel licensing. The Office however, is equally responsible for overseeing the standards and recommended Practices for Operation of Aircraft- Annex-6 International Commercial Air Transport first adopted by the Council on 10 December 1948 pursuant to the provision of Article 37 of the Convention of the Convention of International Civil Aviation (Chicago, 1944) and designated as Annex 6 to the Convention.

Keeping the ICAO Annex as a minimum standards and recommended practices for Aviation in Bhutan backed up by our own set of regulations titled ‘
Bhutan Air Navigation Regulations ’(BANRs). The DCA Bhutan has also adopted JAR-OPS 1 (Joint Aviation Requirements) “Commercial Air
Transportation” (Aeroplane) followed by JAR-FCL 1 for “Flight Crew Licensing” (Aeroplane) as part of our regulation.
